You might well not need planning permission as garage conversions are normally permitted development as long as the work being carried out is internal and if you aren't enlarging the garage.
Some garages won't have permitted rights however (for example, if you live on a housing estate the rights may have been removed), so it's wise to check with your local planning authority.
